Bill 10/2007, 29th June, about Assistance Dogs for disabled people

Decreed by the Local Biscayan Government 70/2009,
12th May, by means of which both the Assistance Dogs
Register and the Certification Procedures are established.


After the Bill 10/2007, 29th June, about Assistance Dogs for disabled people being passed by the Basque Country Government, any disabled person accompanied by their assistance dog is entitled to enter, walk around and stay in either public or private premises and means of transport with their assistance dog.

From that moment on, Local Governments in the Basque Country were responsible for identifying those dogs and for establishing the certifying procedure.

Biscayan Local Government was the first to regulate both the identifying and certifying procedure. On 12th, May 2009 the creation of a register for assistance dogs for the disabled was passed by the Government Committee. The Social Welfare Department and the Agriculture Department of the Biscayan Local Government are involved in the identification process. Two registers will be created, one for the assistance dogs and another supporting one for the dogs in training.

AEPA-Euskadi, assistance dog association and FOPG, guide dog ONCE Foundation, have been officially recognized as fit to certify assistance dogs in Biscay Province.
